The national communication campaign on the Electronic Health Records 2.0 is kicking off in the province of Trento as well<\/h1>\n

The information campaign on the Fascicolo Sanitario Elettronico 2.0 \u2018Sicuri della nostra salute\u2019 has also started in the province of Trento. The Electronic Health Records, the tool that the National Health Service is enhancing with PNRR funds, contains citizens’ clinical documents and allows health staff to consult them in order to better treat patients, including in emergency situations. In Trentino, citizens access the Electronic Health Records through TreC+ (from a PC or App). In line with the provisions of the Authority for the Protection of Personal Data, citizens can object to the automatic inclusion in the EHR of health data and documents generated by clinical events relating to services provided by the health service before May 19, 2020. It will be possible to express the right to ot out until June 30, 2024 by accessing the online Sistema Tessera sanitaria (TS) system, only for citizens who have not already given consent to the feeding of their medical history.<\/p>\n

The communication campaign carried out by the Ministry of Health, in agreement with the Department of Digital Transformation of the Prime Minister’s Office and the Ministry of Economy and Finance, in collaboration with the Regions and Autonomous Provinces, is aimed at informing citizens about the potential of the Electronic Health Records File, its purposes, its contents, and the rights that they can exercise with reference to data processing. In particular, on this latter point, as expressly requested by the Privacy Authority, there is the right for citizens to oppose the feeding of the EHR with data or documents generated before May 19, 2020.\u00a0 Starting from that date, in fact, the EHR is automatically fed with digital health data and documents relating to services provided by the National Health Service until May 1, 2020.<\/p>\n

To enable citizens to exercise their right to object, the Ministry of Health has made available a special function on the national online platform Sistema Tessera Sanitaria<\/strong> (TS)<\/a>, which will be active until June 30<\/strong>. Excluded from the opposition are digital documents already uploaded to the EHR for which specific consent has been provided by the patient, as well as drug prescriptions and specialist visit referrals. After June 30, 2024, it will no longer be possible to revoke the opposition to the loading of data prior to May 19, 2020 into the EHR.<\/strong><\/p>\n

Access to the TS system will be through digital identity – SPID<\/strong> (Sistema pubblico di identit\u00e0 digitale), CIE<\/strong> (carta d’identit\u00e0 elettronica), CNS<\/strong> (Carta Nazionale dei Servizi) – or by entering the taxpayer Id and the number of the health card with its expiry date or, in the absence of a taxpayer Id, by entering the STP (Straniero Temporaneamente Presente) code and its date of issue.If citizens do not have the necessary tools to access the TS system on their own<\/strong>, they can still exercise their right to object by going to one of the Apss helpdesks with an appointment.\u00a0 To obtain support from the Apss, users will just need to call 116117 (for Primiero the number is 800 016 017<\/strong>), which will receive the requests. Citizens will then be contacted by the helpdesk closest to their home to make an appointment.<\/p>\n

Opposition to feeding the EHR with data and documents prior to May 19, 2020 does not entail any consequences in the provision of healthcare services, but health data created prior to that date will not be available to doctors and healthcare professionals<\/strong> who, therefore, will not have the complete information on the patient’s state of health, potentially useful for an appropriate diagnosis and a higher quality of care, available to them.<\/p>\n

The creativity of the campaign stemmed from the logo and materials developed by the Department for Digital Transformation of the Prime Minister’s Office, customizing it with information on the Autonomous Province of Trento.<\/p>\n
