Trentino in Paris: TS4.0 Takes Center Stage at the European Masterclass on Health Policy
An important initiative to build and strengthen the skills of policymakers from across Europe took place in the French capital from June 29 to July 2, 2026.
The international Masterclass Strengthening Evidence-Based Policy for Better Primary Care was organized by the French Ministry of Health as part of the European partnership THCS (Transforming Health and Care Systems), coordinated by the Italian Ministry of Health and funded through the Horizon Europe program.
The main goal of the event was to equip policy experts from different countries with the tools to explore new models of care, with a particular focus on transforming primary care through the integration of scientific evidence and digital technologies.
Trentino excellence as a European model
In this prestigious Paris setting, TrentinoSalute4.0 (TS4.0)—the digital health competence center established by the Autonomous Province of Trento, APSS, and FBK—was invited to participate as an example of international best practice.
Its participation was made possible through ongoing networking activities facilitated by ProMIS (the Program for International Research and Monitoring in Healthcare), a permanent institutional network that brings together the Italian Ministry of Health and all Italian regions and autonomous provinces, with support from the Autonomous Province of Trento‘s Office for Innovation and Research.
At the heart of Trentino’s contribution was the workshop Designing Governance for Innovation That Lasts, where project managers Lorenzo Gios and Giulia Malfatti presented the “TS4.0 model” to an audience of more than 50 policymakers, researchers, and experts from 12 European countries, as well as representatives from international organizations including the OECD, the European Observatory on Health Systems and Policies, and the THCS Partnership. The governance ecosystem developed in Trentino served as the starting point for a broader discussion on strategies to strengthen the connection between research and innovation—a key, shared driver for improving public health and ensuring its long-term sustainability.
Event program
The welcome reception organized by the French Ministry of Health gave participants an opportunity to meet and begin conversations that continued throughout the event. The Masterclass took place over three intensive days at the Institut Imagine, combining plenary sessions, interactive workshops, and policy design labs. Topics included the use of data to inform policy decisions, research driven by the needs of healthcare systems, and implementation science—the study of how to promote the adoption of innovations, interventions, and practices to maximize their impact on public health. In addition to the formal program, the Masterclass offered numerous informal opportunities for discussion, fostering new collaborations and the exchange of experiences among healthcare systems that, while diverse, face many of the same challenges in integrating research, innovation, and public policy.

The event represented an important showcase for the digital health model in the Province of Trento, which will contribute to the European debate on how to improve health models in order to make them more resilient and patient-centered. The presentation generated strong interest and has already led to initial contacts with European institutions interested in learning more about the TrentinoSalute4.0 experience, confirming the international relevance of the model developed in Trentino. “This experience,” said Lorenzo Gios, “confirmed that the challenges we face in Trentino are shared by many healthcare systems across Europe. The key issue is not only innovation, but above all the ability to establish governance models that can turn research and experimentation into services that endure over time. It was extremely rewarding to engage with policymakers from different backgrounds and see how central these issues have become at the European level.”

“Presenting the TrentinoSalute4.0 experience in an international setting,” added Giulia Malfatti, “was a valuable opportunity for exchange. We found strong interest in the collaborative model developed in Trentino between research, the healthcare system, and public institutions, confirming that the ability to bring together diverse expertise and stakeholders is now one of the key factors in supporting the transformation of healthcare.”
