FORUM PA 2026, TS4.0 among the winners of the “Premio PA e futuro” award

The “PA and Future Award” has been presented: there are 30 PA projects, associations and startups that are demonstrating vision and ability to lead change in Public Administration

These are the 30 projects that are changing Public Administration in Italy. On Thursday, June 11, 2026, on the last day of the PA 2026 FORUM, the winners of the PA and future Award” were presented, the initiative promoted by FPA, which aims to enhance public administrations, associations and start-ups, which are driving change in PA to generate the future, focusing on people, technologies and relationships.

“The PA 2026 FORUM Awards are not simply competitions. They are tools to make the best energies of the country visible: administrations, regions, universities, companies, young people, professional communities that are already trying to build a different PA – says Gianni Dominici, CEO of FPA – . The PA e Futuro Award describes projects capable of interpreting a season of profound transformation, between the conclusion of the PNRR cycle, artificial intelligence, new skills, networks and anticipatory governance. The 110 projects received in this edition testify to an extraordinary vitality and a widespread ability to give concrete answers to the challenges of our time. We are proud to give a voice to the promoters of this excellence, and we hope that the virtuous cases that have emerged will represent an incentive to create models capable not only of adapting to change, but of generating a future”.

PAT and FBK were recognized for these projects:

Fondazione Bruno Kessler – “Formlab between research and continuing education in medicine“: FormLab is a research and laboratory training program that aims to create an innovative and replicable model to ethically, safely and transparently integrate AI into clinical and organizational processes. The goal is to develop advanced digital skills in healthcare professionals, anticipating the needs of clinical practice.

Autonomous Province of Trento, “Tr.A.In Lab – Trentino Agile Intelligente: laboratory for the development of agile skills: a project dedicated to the professional and personal growth of workers through advanced technologies and AI. The path aims to enhance goal orientation, teamwork, professional communication and self-organization of work, so as to improve PA efficiency and employee well-being.

Details of the other winning projects

ARTS – Regional Agency for Technology, Technology Transfer and Innovation of Puglia – “The PugliaStart Cup between the successes of the past and the challenges of the future“: this is a regional Innovation Award in collaboration with the Puglia Region and PNICube. Objective: to transform ideas into new innovative companies to be established in the regional territory. From 2008 to 2025, it awarded 71 teams and accompanied the establishment of 57 innovative companies in Puglia.

Lazio Region – “High-value team: it is an integrated innovation model of the regional PA, based on Behavioral Sciences and strategic forecasting. The project promoted more aware leadership and more effective and collaborative organizational practices, as well as strengthened the ability to read and anticipate change in complex contexts.

Emilia-Romagna Region – “RECER – Regional Register of Renewable Energy Communities of Emilia-Romagna: is a digital infrastructure developed to collect and monitor in a structured way the data of renewable energy communities (RECs) in the local area. Objectives: to raise awareness of the ERCs by promoting their balanced and sustainable development, to promote coordination between the Region, local authorities and stakeholders, to ensure transparency and to manage incentives.

Tuscany Region – “Me.toscana“: is a project to simplify access to regional public services and improve the experience for citizens. It allows the user to create a profile to manage regional services in a single platform, to receive notifications based on real interests (such as deadlines), and to navigate between opportunities and services offered by the Region. In addition to the online portal, the tool connects to the “Easy Digital Technologies Points” to offer physical support to those who are not familiar with online services.

University of Turin – “AI as an”Exoskeleton” of the University: a multi-hub model for the balance of knowledge“: it is a structural path aimed at integrating Generative AI to support the fundamental processes of the University. The project, which has already involved over 2,500 users, adopts a multimodal and multipolar approach: AI is understood as an “exoskeleton” that enhances every activity carried out. The goal is to transform the University into an “AI-ready” ecosystem, exploiting the advantages of technology while ensuring transparency and regulatory compliance.

University of Brescia – “VALOREPA – Sistema Nazionale di Valuazione Unificata delle Performance” (PA VALUE – National Unified Performance EvaluationSystem): proposes the creation of a national platform to standardize the performance evaluation grids of municipal employees, promoting equity, transparency and homogeneity across regions. The project aims to support strategic decisions and the need for skills, accompanying the PA towards a modern and proactive personnel management.

University of Bari Aldo Moro – “SYNAPSEUniba”an ecosystem of intelligent agents that enables data-driven management of the University, providing management with an integrated and predictive vision of the training system aimed at continuous improvement. To do this, it integrates four main sources: student careers, teaching assessments, teacher load and socioeconomic data

Local Health Authority of Lecce – “ASL Lecce shared administration – an Ecosystem for the Third Sector“: a project that aims to strengthen transparency, improve organization and enhance the contribution of the Third Sector in the construction of health responses closer to people. The innovation introduced is not new technology, but a new paradigm: ASL Lecce has transformed shared administration from a stated principle into daily management practice.

Ministry of Environment and Energy Security – “SIM – Integrated Monitoring System“: an advanced platform that integrates AI, supercomputing and over 3,000 data sources, enhancing remote control through satellite observation, drones, sensors and integration of telecommunications networks. Objective: to provide PAs with a concrete instrument of control and decision-making support to develop plans for prevention, mitigation and adaptation of the local communities in a context of marked climate change.

Ministry of Labor and Social Policies – “SIO– Intelligent System of the Observatory on AI and Labor“: public cognitive infrastructure to understand and govern the impacts of AI in the workplace. SIO integrates institutional, scientific and international sources with the contributions of companies, workers, social partners and citizens, who interact through natural language or dedicated surveys. The multi-agent architecture combines information from heterogeneous sources, identifying relationships and trends that manual analysis could not grasp as well as a system-wide approach can do.

Ministry of Labor and Social Policies – “AppLI: Personal Assistant for Labor in Italy“: the first national public infrastructure of multi-gentic generative AI in support of active labor policies. It was developed to support people through employment transitions by making career guidance more accessible, continuous, and personalized, while increasing their awareness, autonomy, and confidence in shaping their career paths before formal support measures are activated.

Ministry of Education and Merit – “ANIST– The National Education Registry“: digital registry that centralizes the information assets of the Education system. It enables citizens and public administrations (PAs) to access digital services more efficiently. Citizens can generate certificates of attendance and qualifications that can be verified via QR codes. Through PDND, PAs can access web services that integrate with their information systems, automating processes that previously required manual work.

INPS – National Institute of Social Security – “ChatAI@INPS – GenAI as a Platform: intelligent virtual assistant based on Generative AI and powered by a certified knowledge base. It is published and regularly updated on the INPSInforma intranet platform, which hosts information sheets describing the Institute’s services. Objective: To make interaction with INPS more accessible by providing citizens with clear, easy-to-understand information about the Institute’s services.

INPS – National Social Security Institute – “Youth Portal” and “Family and Parenting Portal“: A New Digital Strategy for Key Life Events. The project is based on the idea of a public administration organized around people’s needs. It integrates content, channels, and services into a funnel-based model that reaches citizens through the channels they already use to find information (such as social media and in-person touchpoints) and then guides them to relevant content and services. Objective: To make services more accessible by aligning them with users’ real needs and simplifying navigation to the most relevant solutions.

MUR – Ministry of University and Research – “Common strategy to strengthen cybersecurity for universities“: the MUR and the National Cybersecurity Agency have launched a strategy to strengthen digital security. The CyberSapere program promotes training, threat prevention and monitoring of ICT assets. It will include phishing simulations, risk analysis and security controls on MUR systems.

MEF – Ministry of Economy and Finance – “Digital Ecosystem for Tax Justice“: The project seeks to develop an innovative digital ecosystem designed to make the tax justice system more accessible, transparent, and efficient. Through advanced services such as IO App, PagoPA, remote hearings and intelligent chatbots, it simplifies interaction between citizens, professionals and institutions.

Municipality of Bologna – #BolognAI strategy – urban intelligence“: # BolognAI is a structured path for the adoption and responsible governance of AI. The goal is to strengthen administration, ensuring ethics, transparency and the centrality of people. The project enhances the efficiency of internal processes (e.g., by supporting the drafting of legal documents with specialized AI agents) and improves the quality of services

Province of Parma – “Skilled Resources“: The project aims to promote inclusion, strengthen HR capabilities, and improve the well-being of employees with disabilities in local public administrations. It analyzes local authorities to identify interventions aligned with applicable regulations and best practices. Objective: To better align the needs of public administrations with the skills of employees with disabilities, enhancing their capabilities and potential through personalized development pathways.

Municipality of Ascoli Piceno “Social Housing, Smart City, and Inclusion: Ascoli Piceno’s Integrated Urban Regeneration Model”: The project focuses on redeveloping historic buildings to create social housing, promote intergenerational living, and expand accessible housing options It also aims to counteract the depopulation of the historic center, digitize services and assets through smart platforms, and create a replicable model of governance and impact finance.

Rome Capital – “The New Frontier of Citizen Services: From Keywords to AI-Powered Dialogue”: The project supports change management and editorial innovation by integrating generative AI into the content management system (CMS), enabling web content to be rewritten in a clearer, more effective way. To strengthen trust between citizens and public administrations by providing content that is more accessible, relevant, and useful in everyday life.

Municipality of Rho – “Mister Mind – The Public Administration That Listens“: Mister Mind is an AI-powered virtual coach designed to provide employees with a safe, anonymous, and ethical space for support and reflection. The project promotes psychological well-being and motivation by helping reduce stress and feelings of isolation through tools designed to support emotional well-being. Objective: to improve the working environment, strengthening the involvement of people and promoting participation within the organization.

Municipality of Parma – “Youth-Proof Policies: Evaluating, Deciding, and Governing with New Generations“: The project introduces Generational Impact Assessment to Parma, an approach that integrates young people’s participation in public decisions. Through innovative tools and participatory pathways, it measures the impact of policies on new generations. The goal is to strengthen active citizenship, involvement and sense of belonging to the community of young people.

Union of Municipalities of Bassa Romagna, – “Gener-Azioni PA“: the solution aims to define an Age Management model that ensures generational equity and inclusion among people who due to different age groups have different experiences, skills and needs. Objective: To innovate citizen services through intergenerational collaboration and cross-mentoring: senior employees develop digital skills with support from younger colleagues, while younger employees strengthen their soft skills by learning from the experience of their senior colleagues.

Unione delle Terre d ‘Argine – “Organizational Innovation and Artificial Intelligence Implementation: The project aims to integrate Generative AI into the Google Workspace ecosystem of 5 entities and about 1000 employees, promoting secure organizational innovation through data governance, AI agents, and new co-working schemes. The use of AI frees up time for higher-value activities while helping public administrations meet PNRR deadlines.

Unione Reno Galliera – “Clymact Reno Galliera: Young People and Local Governments for the Climate“: Funded by the European Union, the project engages young people as key drivers in addressing environmental challenges. The goal is to create a network of European cities engaged in dialogue between young citizens and local administrations to develop concrete and shared solutions to environmental challenges.

Informest – service and documentation center for international cooperation, “SFP – Strategic Foresight Partnershipthe project brings together 7 European regions with the aim of strengthening the capacity of PAs to anticipate and govern change through strategic foresight. It also wants to improve the effectiveness of the various policies, strengthening territorial resilience, the strategic planning and response capacity of public institutions.

Umana-Analytics – Benefit Corporation (Limited Liability Company), “Feedia – Measuring to Transform: Well-being, Values, and Inclusion in Public Administration”: The solution provides public administrations with a scientific, replicable tool for measuring organizational well-being, supporting evidence-based HR decisions while aligning with regulatory requirements and ESG criteria. This favors an anticipatory PA, capable of intercepting discomfort before it becomes an emergency.

Niverbec srl – “Niver: the ecosystem for inclusive rescue and the digital airbag for health“: Niverbec transforms health care into an inclusive and interoperable digital ecosystem. Objective: To eliminate information gaps by creating a universal digital clinical identity that provides first responders with immediate access to critical health information, enabling informed emergency care and overcoming communication barriers when patients are unable to communicate.
