JACARDI: the four-year cardiovascular disease and diabetes project is kicking off

The province, together with the Trento Province Healthcare System and TrentinoSalute4.0 is participating in the four-year project of the Italian National Institute of Health

A joint action for cardiovascular disease and diabetes

The joint action was promoted by the Italian Institute of Health in which the Autonomous Province of Trento is also participating, along with several other entities is aimed at reducing the burden of cardiovascular disease and diabetes. JACARDI, this is the acronym for the four-year project, involves ministries, public health agencies, nongovernmental organizations and universities from 21 European countries (73 partners in total), aims to assist the European Union (EU) in reducing the burden of cardiovascular disease (CVD), diabetes and associated risk factors, both at the individual and societal levels.

66,249,434.21 euros is the total budget, of which 282,490.70 euros are reserved for the province including a subcontracting of 110,000 euros for the Trento Province Healthcare System. “There are three key actions on which we will focus in the coming years to achieve the goal of reducing the effects of these two serious diseases in our communities,” Health Councillor Mario Tonina commented. First we need to improve the quality and availability of data on diabetes and cardiovascular disease, then, of course, we need to further improve care protocols, and finally, and this is the critical aspect, we need to increase the awareness and active participation of patients in the process of managing their health and their chronic disease. And we can do this both through awareness-raising actions and through the support of innovative tools, such as precisely the TreC+ platform that has already been implemented on diabetes and cardiology,” he concluded.

A few days ago in Rome the first meeting was held for the project, with over 200 in-person and remote participants from all over Europe who addressed some crucial issues such as ethnic inequalities in health, the priorities of EU health policy and those of the World Health Organization towards these two diseases.

The main objectives of the JACARDI (Joint Action on CARdiovascular diseases and DIabetes) project are:

  • -Reducing the burden of cardiovascular disease and diabetes mellitus by improving and strengthening: health literacy, health promotion, and awareness; quality, availability, accessibility, and use of data; identification of high-risk populations; integrated care potocols; patient self-management; and workforce participation.
  • Conduct comprehensive mapping and identifying best practices available in the EU.
  • Developing a standardized methodological framework for the implementation and evaluation of pilot projects.
  • Ensuring the collection of comprehensive, high-quality quantitative and qualitative data to enable health and economic evaluation of pilot project implementation.
  • Ensuring the sustainability of the JACARDI pilot projects.

The Autonomous Province of Trento is directly involved in the initiative, supported by the Health Authority and the TrentinoSalute4.0 Competence Center for Digital Health. The project is part of the important role of chronic patient management played by health professionals in our local area, specialists and general practitioners in particular, also relying on the work that general practitioners and the Healthcare Company are carrying out in relation to the development of telemedicine activities such as teleconsultation.
The Italian Bodies, affiliated to the Istituto Superiore di Sanità, which is the project coordinator and competent Authority for Italy, in addition to the Province, are: ProMIS (International Brick Program) , the MarcheRegion, the Lombardy Region, the Liguria Region Healthcare System, the Azienda Ospedaliera Universitaria Policlinico, the Azienda Sanitaria Local TO3, the Azienda Sanitaria Provinciale Reggio Calabria, the Luigi Bocconi Commercial University, the Fondazione IRCSS Istituto Neurologico Carlo Besta, the Fondazione Policlinico Universitario Agostino Gemelli, the Istituti Clinici Scientifici Maugeri, the Istituto Nazionale di Riposo e Cura per Anziani INRCA, theIRCSS Burlo Garofolo, theUniversità degli Studi di Firenze, the University of Turin.

Summary:
The Joint Action on Cardiovascular Diseases and Diabetes (JACARDI) 
is a European Joint Action (JA) funded under the EU4Health programme, involving 21 EU countries and 77 partners.

The overall objective of JACARDI is to reduce the number of cardiovascular diseases (CVD) and diabetes (DM) in EU countries, both at individual and EU level.

JACARDI is designed to integrate validated best practices and/or effective (economic) interventions across countries and regions through transnational pilot initiatives, complementing and reinforcing existing policies and programs. The initiative covers the entire ‘patient journey’, from improving health literacy and awareness of CVD/DM, through screening and primary prevention among high-risk populations, reaching people living with CVD/DM and their healthcare providers, improving service protocols, self-management and participation in work.
